On Sunday, 31 January, a guide and a group of tourists were detained during a tour around Minsk. They were exploring a historical centre – from Freedom Square to Independence Avenue and Independence Square.
Oksana Mankevich is a certified guide, who works as an individual entrepreneur. Today, the Frunzensky District Court sentenced her to 15 days of arrest, while members of the tour group were fined. In court, Mankevich said that she was giving a tour: at first, 11 people took part in it, at the time of their arrest there were seven of them. In court, the guide asked the Minsk Hotel and the City Hall to provide video records from CCTV cameras. Judge Natalia Buguk refused a request.
She read out a police report, with which the guide did not agree. Allegedly, Mankevich took part in a mass event, for which the Minsk city executive committee did not issue a permit. A screenshot from the Telegram channel was attached to the report. The message contained calls to come to the rehearsal of the rally in the city centre from 2 pm to 3 pm on the route from the Minsk Hotel to the Minsk Hero City Obelisk. Markevich and the group were detained at 3.15 pm.
The guide pleaded not guilty.
